Use boards with a scooped out area (a well) in which the occupant can be placed to prevent neck flexion. Alternatively, place the buttock-to-shoulder area of the child on a layer of towels
All the gaps between the child's body and the sites where the straps are secured should be filled with towels or blankets to prevent sliding on board
